Your only option, at this time, is to convert from FBX to OBJ and then import (Turn off "Swap Y and Z Axes" option) the OBJ into Wings3D.

You can use the Autodesk FBX converter to convert to OBJ. I just tested with the Zombie Sample that comes with the Autodesk FBX converter and it worked.
