It's a strange behaviour. I have it installed in my Win 10 64bits and working without any problem.
I don't remember about need to restart my PC after install vcredist. In the windows' "Control Panel->Programs and Resources" check if the vcredist x64 version 12.0.30501.0 is installed. If so, try to install Wings3d again.
