Are you sure there is a bug in rotate?
 If you want to rotate in a exact value you must to activate the Input dialog during the command - hit TAB key. Less direct, but also precise, you can use the constraint keys (SHIFT, CTRL and ALT) during the rotation. Try that and if you still get the 'bug' you need to be more specific about how we could reproduce it or record a video, because I can't get it anyway.
