Option to disable left/right mousewheel zoom?

Currently, there isn't. But I'm not sure it could be since the wheel thumb left/right is generating the same event as rolling the wheel up/down - Wings3D just handles the scrolling up/down events. Wouldn't be possible your mouse driver have a option to change that?
