That is a old question and the answer still is "There is no one", so here an old answer from Ran13 at the old forum :

Ra13 Wrote:export to 3DS and use qdata (tool that is part of the Quake3 SDK) to convert to MD3. That's what it was made for.

Or use Milkshape3D (http://www.milkshape3d.com ). Export to OBJ or 3DS and import into Millkshape for conversion to MD3.
