From a post in old forum, you can try:
- uninstall Wings3D;
- make sure that Program Files/wings3d... no longer exists
- reinstall and make sure that the microsoft dll's checkbox is selected (Select it even if the installer say you already have the dll).

You still can try to update your video card driver: NVidia download page.
There is an newer version available (from the last week)
