On Wings3D v2.1.2 ,Can't Drag & Drop texture item to material in Outliner window.
v2.1 could it.
I personally thought that it was should leave alternative way(Pick and Drop) to do for User.

It may be hard to fix complex problems related to window panels on Wingsv2.1.x.

Works fine in Windows (10), must be a Mac thing

Yes, and linux, bad testing by me, sorry.
