Is there an equivalent in Wings to what is proportial random falloff in Blender ?

Depending on what you need, Tweak magnets can do some of that kind of stuff.

Edit: I check better the random stuff you mentioned and there is no option for the tweak that could produce the same result.
It could be reached by using a couple of commands like deform-scramble -random, tweak-move-magnet, rotate-magnet, and smoothing undesired spikes using sculpt.
