1. Is there a way to scale an edge with one vertex static?
2. Is there a way to scale all of the faces of an object instead of scaling the object as a whole?

I'm trying to make a ring shaped building with hollow rooms and equal wall thickness. I haven't figured a way to do it yet. Exact measurements are crucial.

Select edge
RMB to pull up context menu
MMB on Scale Axis
Select the selected edge as the axis
Select the static vertex as the point
Execute

Not sure what you are asking. Scaling all of the faces of an object scales the object because in Wings3D at least an object is comprised of its faces. Perhaps you can upload an image or vid of what you mean?
